Duplicating (Stacking) Layer Effects

In Photoshop Elements 7, when you apply a layer style on top of another they automatically stack (one effect goes on top of the other), but the same is not true in Photoshop CS3 or CS4, the moment you apply a new layer style it replaces the old one. So what is the solution for stacking the effects? The ‘Create Layers’ option in the Layer Styles Menu.

If you use that on a Layer that has at least one Effect, the effect will be rasterized and placed on a separate layer allowing you to them add a effect to the new layer or to the old one.
